kabargresik.com – Desa ngemboh Kecamatan Ujungpangkah Gresik mendapatkan jatah program pendaftaran tanah sistematis lengkap (PTSL) dari Badan Pertanahan Nasional. Ada sekitar 2000 bidang tanah yang siap didaftarkan dalam program tersebut.
Program pendaftaran tanah sistematis lengkap (PTSL) yang digagas Presiden Joko Widodo dengan Instruksi Presiden Nomor 2 tahun 2018 banyak disalahartikan oleh masyarakat.
Penyalah artian yang terjadi di masyarakat terkait dengan program gratis ini. Sebagian masyarakat menganggap bahwa program ini gratis 100% namun kenyataannya pemerintah hanya menggratiskan dokumen yang berada di badan Pertahanan Nasional
Sementara itu biaya patok fotokopi materai dan kebutuhan lapangan lainnya tidak ditanggung oleh negara.
Peserta PTSL dibebani untuk membayar penyediaan surat tanah untuk tanah yang belum memiliki surat tanah, pembuatan dan pemasangan tanda batas, Bea Perolehan Hak Atas Tanah dan Bangunan (BPHTB) jika terkena, dan lain-lain seperti materai, fotokopi Letter C ataupun biaya saksi.
Hal ini berdasar surat bersama Kementerian Agraria, Kemendagri, dan Kementerian Desa PDTT.
Menurut Pokmas PTSL Desa Ngemboh Roesman dari 2000 pemohon sudah masuk pemberkasan ke BPN sebanyak 700 bekas.
” sampai hari ini kita sudah mampu menyelesaikan 700 berkas yang sudah diproses di BPN Gresik” Ujar Roesman saat dikonfirmasi kabargresik.com. (16/5/2019).
Roesman tidak menampik bahwa warga yang melakukan permohonan sertifikat melalui PTSL telah bersepakat untuk nanggung biaya patok materai fotocopy dan berkas-berkas lainnya nya ditanggung bersama.
” dan dari kesepakatan para pemohon kita sepakati biayanya Rp150.000 per bidang tanah dan ini adalah kesepakatan bukan pemaksaan” Tegas Roesman.
Beberapa waktu lalu Roesman didatangi beberapa orang yang mengatasnamakan LSM Dan wartawan yang menanyakan terkait dana Rp150.000 per bidang tanah yang didaftarkan atau mengikuti program PTSL.
LSM mempertanyakan keabsahan penarikan dana 150.000 tersebut. Roesman menegaskan bahwa penarikan dana tersebut tidak menyala I aturan yang ada.
“Ini kesepakatan dan tidak ada yang merasa keberatan serta saat sosialisasi dari BPN diperbolehkan” Tutup Roesman. (Tik)
